Detectives were called to the scene early Saturday, just after 3am. Their inquiries revealed no sign of a crime scene.
An inquest was opened following the disappearance of the pair, with the Met investigating whether any links existed between their deaths and the disappearance of six young men who disappeared in London in the past four years.
The family of the boys, as well as the Metropolitan police and a number of witnesses, have called for police to look into whether they were victims of a bizarre abduction, and say a "cover-up" of what they believe happened.
Inquest jury member Steve Johnson said a number of factors could explain the lack of an incident report, including the fact there was no media interest in the incident or there was "no credible corroborating evidence".
But it also raises questions about what caused the disappearance.
"There is the suspicion of a cover-up, or at least some attempts to cover up," the detective told the inquest in London.
'I was terrified'
When the families learned about the disappearance of the teenage suspects, "a number of the young people had expressed their concern to me about how the incident had unfolded – for the fact that the police were doing nothing", he said.
Detectives could not identify any motive as they considered the evidence – the boys were known to the local police, but other incidents suggested the two had been targets in street harassment.
When the boys' body was found on Saturday, they had been stabbed or stabbned multiple times in the stomach and arms. They were clothed in only a shirt, and police believe both boys may have had knives. One had one leg slashed in the same scene and the second had his left arm sliced off, Johnson said.
The pair were wearing glasses and jeans, and police say they might not have been wearing gloves.

Detectives had no evidence that any of the children were involved in a gang or of being involved with anyone other than the two suspects.
